| Intra Dalit Discrimination
(IDD) Report: |
 With the aim of obtaining
and making available the precise information on internal discrimination
as well as the status of terai Dalits, LANCAU launched a study on
intra dalit discrimination on 18 castes of Madheshi Dalits in 2005.
The study was later published as a book under a title "Intra
Dalit Discrimination: Status of Tarai Dalits". Dr Bishnu Pathak
takes the leadership of this study. The book is published by LANCAU
Nepal targets terai Dalits in particular and hilly Dalits in general
as the main beneficiaries.
At the present moment the relevancy of the book is very much because
till this date there have not been not data on terai Dalits. 5 different
districts were selected as the target areas for the IDD research.
Interviews and focus group discussion forums were conducted to collect
the information on intra dalit discrimination. The major findings
of the book are:

| Draft Act on special legislative provision
for the termination of the crime of Untouchability |
 Having
felt the necessity to formulate a separate Act on the crime of untouchability,
LANCAU Nepal began drafting such an Act and finally, became able
to give a concrete shape to it. The draft Act has been titled “A
study report on the draft of Caste-based untouchability crime (Control
and Punishment) Act”. The proposed Act has five chapters and
24 Clauses. The draft has introduced stiff measures for a person
resorting to the crime of untouchability. For instance, penalty
of as much as 25,000 rupees and one year long imprisonment have
been provisioned to discourage the occurrence of this particular
crime. A pool of experts then completed the work of finalizing the
special draft Act on the crime of untouchability. The group of experts
comprised of advocates Narayan Nepali, Luma Singh Biswokarma and
Des Bahadur Sarki and Bhojman Lamgade as the Draft Committee members.
Man Bahadur Biswokarma and advocate Tek Tamrakar were the advisors
of the committee. After various rounds of consultation meetings,
the initial draft of the proposed Act has been well-documented and
is being discussed at the national level. |

| Production and Publication of “Constitution
of new Nepal” |
 What
should be the modality and contents of the Constitution of new Nepal
to be adopted after the constituent assembly polls? The LANCAU Nepal
has an answer: the Constitution should be inclusive and represent
all castes and creeds of the country. The Constitution should give
a justice to the Dalit community by addressing their problems and
giving a practical solution to it. In this backdrop, keeping in
mind the upcoming elections of constituent assembly and the ongoing
national debate on the restructuring of the state, LANCAU Nepal
has come up with a relevant draft on new Nepal’s new Constitution.
The book has been titled “Constitution of new Nepal to be
formulated by the constituent assembly (draft and analytical remarks
for provisions related to Dalits)” and deals with very fresh
concepts. The concepts range from providing geographical and ethnical
autonomy to different communities to making untouchability a crime
and uplifting the backward Dalit communities. In particular, under
the to-be-built Constitution, the book proposes three Acts to be
incorporated. They are: (a) National Social Justice Commission Act
2007, (b) Dalit Empowerment Academy Act 2007, and (c) Caste-based
Untouchability Crime (Control and Punishment) Act 2007. |

| Production of Informative, Educative and Communicative
(IEC) materials on Elimination of the Crime of Untouchability (Poster
and Stickers) |
 After
various consultation meetings with different stakeholders LANCAU
Nepal has published stickers and posters related to awaring people
about caste based discrimination and untouchability. During consultations,
representatives from the Police Headquarters, National Dalit Commission,
and Attorney General’s Office, among others, expressed solidarity
and joint determination to bring untouchability to an end. At first,
we approach the Home Ministry for necessary cooperation. Both of
us reached an understanding that we would now onwards use two logos
– one of LANCAU and one of Home Ministry in each and every
poster and sticker related to the crime of untouchability.
Later, we held discussions with the National Human
Rights Commission for the joint production and publication of the
IEC posters and stickers. And it has been materialized. Altogether,
4 kinds of posters and 11 types of stickers have been produced so
far.
The main objective of the production of stickers
and posters were to sensitize Nepali citizens and make them aware
on the issues of caste-based discrimination. The contents of the
posters and stickers include touchy proverbs, Supreme Court's orders,
statements of distinguished personalities, and other information
related to caste-based discrimination and untouchability. The samples
of stickers and posters have been attached with this annual report.

| Bulletin on Untouchability Crime Watch |
 To
inform people about the activities of 15 district-based Untouchability
Crime Watch Centres and to share the stories of agony as well as
success, a bulletin titled “Untouchability Crime Watch”
was published and distributed among the key stakeholders and selected
subscribers. |
